Who We Are

PERNASKA is a consultancy firm at the intersection of business law and investment strategy. Our firm integrates legal expertise with the core pillars of business growth: finance, strategic investment, global outsourcing and market positioning. While we maintain deep specialization in commercial, consumer, and civil law, our unique value lies in a multidisciplinary approach that bridges the gap between regulatory compliance and operational success in the Albanian and Italian markets.

Jonuz Pernaska Jonuz Pernaska

Great-grandfather · Early 20th century

Founder of one of Tirana's most distinguished ateliers — established in 1927 — Jonuz Pernaska was a pioneering figure who brought Albanian craftsmanship to the stages of Europe. During the Albanian Monarchy and Italian Occupation, he represented Albania at the most prestigious trade exhibitions of the era — the Fiera delle Vante in Milan, and international fairs in Florence, Bari and Paris. His high-end atelier in Tirana placed him in collaboration with the foremost Italian entrepreneurs of the day, including Guccio Gucci — a testament to the exceptional standard of his work and the breadth of his European vision.

Ylber Pernaska Ylber Pernaska

Grandfather · Entrepreneur & Inventor

Carrying forward the entrepreneurial spirit of his father, Ylber Pernaska emerged as a significant multidisciplinary entrepreneur during one of the most pivotal chapters in Albanian history — the democratic transition of the 1990s. A gifted inventor as well as a businessman, he built radio equipment from scratch and went on to construct the first television set in Albania — a remarkable feat of ingenuity that placed him at the frontier of technology in the country. Navigating a rapidly changing economic and political landscape, he exemplified the same resilience and cross-sector vision that had defined the Pernaska name for generations, building enterprises that contributed to the formation of a modern Albanian private sector.

Lajla Pernaska Lajla Pernaska

Mother · Lawmaker · Parliament & European Leadership

Lajla Pernaska, daughter of Ylber and mother of Fiordi, elevated the family's legacy into the sphere of European law and political leadership. Elected to the Albanian Parliament for two consecutive legislations, she also served as Vice President of the European People's Party (EPP) within the Council of Europe — a position from which she championed significant legal and social reform. Her most enduring contributions include legislation prohibiting alcohol and tobacco for minors, the law establishing gender quotas to advance women in public life, and a series of landmark political collaborations strengthening Albania's ties with European institutions. Beyond politics, she has been deeply engaged in civil society, leading foundations dedicated to women's empowerment and children's support — causes that reflect the Pernaska family's enduring commitment to community and human dignity.
